The listing steps

Please note that the steps listed here apply to all submissions that are considered by the PBAC. Details of the different submission categories can be found below.

Cabinet

Cabinet comprises senior Australian Government ministers. Cabinet makes recommendations to the Minister for Health and Ageing on listing medicines that may increase the net cost to the PBS by $10 million or more a year. These are referred to as “high cost drugs”
Drug Utilisation Sub Committee (DUSC)

Drug Utilization Sub Committee (DUSC) of the Pharmaceutical Benefits Advisory Committee (PBAC) assesses estimates on projected usage and financial cost for medicines.
Economics Sub Committee (ESC)

The Economics Sub Committee (ESC) of the Pharmaceutical Benefits Advisory Committee (PBAC) assesses clinical and economic evaluations of medicines submitted to the PBAC for listing, and advises PBAC on the technical aspects of these evaluations.
Medicare Australia

Medicare Australia administers the PBS on behalf of the Australian Government.
Minister for Health and Ageing

If listing of a high cost drug is recommended by Cabinet, the Minister authorises its inclusion on the Schedule of Pharmaceutical Benefits.
Pharmaceutical Benefits Advisory Committee (PBAC)

The PBAC is an independent expert body appointed by the Australian Government. Members include doctors, health professionals, health economists and consumer representatives.
Pharmaceutical Benefits Division, Department of Health and Ageing

Pharmaceutical Benefits Division, Department of Health and Ageing is responsible for providing listing, pricing and policy advice to the Minister for Health and Ageing on issues relating to the PBS.
Pharmaceutical Benefits Pricing Authority (PBPA)

Pharmaceutical Benefits Pricing Authority (PBPA) is an independent body appointed by the Australian Government.
Restrictions Working Group (RWG)

Restrictions Working Group (RWG) has representatives from the Department of Health and Ageing, the Department of Veterans’ Affairs and Medicare Australia.
